reinstate the uptick rule
eliminate the Madoff exception for MM
Make CDSs legal to be owned only by holder of the debt covered.
short sale info should be available daily
All short sales to be settled within 3 days (specific settlement, not a balance)
A short sale of a stock should only be allowed 1 time, until covered.
No shorting of stocks less than 2 B in market cap
Don't just pass rules, enforce them.
If a company goes bankrupt, short sellers should have a taxable event.
Trading 1 cusip more than 50 times daily prohibited.
