Why doesn't the SEC simply REGULATE and ENFORCE it's own regulations? How many times does the SEC have to propose a rule that it's illegal to break the rule against naked short selling? Is the SEC waiting for the financial industry through its comments to tell it what to do, which is basically to not do any regulation or enforcement? God help us all.
