I agree with the proposed changes as I believe it will further incentivise people with insider knowledge of crimes being committed to come forward. My only comment would be that the SEC needs to ensure that the fines dolled out to offending parties needs to be high enough to
actually make a difference and isn't so small that it becomes a 'cost of doing business', or 'we can get away with way more money here by committing the crime than it will cost to pay fines for doing so'. Offenders should be made to pay much more significant fines. 'if the fine for stealing 50 dollars from a place is 1 cent, youre going to continue to steal for the rest of your life'. Make them, and anyone else complicit do hard time in jail. Then pay the whistleblowers for helping you. This is the only way you're ever going to stop them committing the crimes in the first place.
