To whom it may concern

There are good points to this proposal, such as same day institutional reporting because that is a no brainer with today's
technology and how else is this to presented as free and fair market.
The statements on derivatives effecting voting is ridiculous.
Derivatives have no ownership, thusly have voting rights. The share holder is the only entity that should have the right to vote, not the institutions that are actively exploiting these same investors.
Increase of transparency is the only solution, close the loopholes and protect retail investors.
