Beneficial ownership should not reap the same benefits as registered ownership of stock in our financial markets. Shareholders own companies. If derivatives and beneficial ownership are negatively affecting true price discovery, then this rule proposal does not modernize markets, but maintains the status quo that has allowed fraud to fester in America's financial markets. The games Wall Street plays with people's investments have done all but modernize markets, but have rather trapped them in the antiquated system we continue to use today.
