Thank you for the opportunity to comment on Release Nos. 33-11030, 34-94211; File No. S7-06-22. Generally, I am all for the rapid and transparent change of ownership that must take place in the market. I believe there are some good attempts here to bring down settlement times, but anything less than immediate settlement leaves the entire market open to manipulation and a loss of price discovery. Under no circumstances whatsoever, should derivatives or options owners be afforded any rights other than the right to that trade. Any involvement of owners of calls/options and other derivatives would put a huge thumb on the scale of an already complex market.
