What is wrong with the U.S stock market??? 


It looks like it is one BIG crime and scam place to steal Retail/Home-Investors money and a place to drive down companies for profit. 


How on earth can the S.E.C allow to even consider a rule like S7-06-22???

Derivatives is *NOT* shares and is leveraged a multiple time the number of shares issued by a company, thus providing a lot more voting power to those having the money to control a stock using derivatives... this is both unfair to ordinary investors (Household) and to the Company issuing the shares.
This can in no way be tolerated to be allowed to happen... the crime in Wall Street already is leveraged in it self and they need no further tools to further control this crime...
Do your job S.E.C and provide the household-/retail- investor the protection you so proudly claim you provide!
DO NOT ALLOW THIS RULE TO PASS!
