Dear SEC, only shareholders should be able to vote. In your rule S7-06-22 you give all derivate holders the possibility to vote, which might exceed the maximum voting number and enable all kind of manipulation and fraud. Big derivate holder could manipulate the vote against the will of the shareholders, acting against their will. You are obliged to protect shareholders, even (or better especially) retail investors. Please dont let that rule pass like this as it would completely mess with the voting act. Sincerely Robert Kirkorowicz
