I honestly am baffled by this new proposal. Unless the derivatives contracts are exercised, then voting rights should be retained ONLY by those holding equities for the Incorporated Company that the shares and contracts represent. This seems to be a lot of government overreach and I personally plan on suing all involved parties if this becomes rule of law, as it infringes on the sovereign rights of individuals and the companies they deem worthy of their capital. This should not be allowed UNLESS the contracts have been exercised and shares fully settled. Someone holding a derivative contract does not have an equal risk as an equity holder does. This inequality opens the door for massive amounts of manipulation by highly capitalized organizations and could become very damaging to overall capital markets. Do not pass this isy recommendation.
