Owners of derivatives contracts may be deemed beneficial holders and thus entitled to cast a vote, similar to those who have purchased shares of companies. Voting needs to remain with company owners, the stakeholders. I see this loophole allowing for too much abuse by Wall Street, institutions, hedge funds, ete. SEC, by even considering this asinine rule change, you've showed your hand.
