I believe the proposed rules and penalties are extremely excessive for startups and will hurt these fledgling Companies in their efforts to start up and grow. I believe that rules must be constructed carefully to help the startups. In fact the more help they receive the more opportunity we have to grow great Companies, which will ultimately have a profound positive impact on the entire country and economy. Clearly investors and the public need to be protected, however, the rules and penalties must be reasonable. I believe there are already legal protections for illegal and inappropriate activities. And certainly there should be appropriate disclaimers.
