This was already covered under blue sky laws .. Again a politician creating new laws for headlines instead of enforcing what exists. Where was the SEC when I and so many others got robbed by ponzi schemes? yep, enriching themselves with insider trading that is illegal for everyone but or politicos. If you care about small business you'll relook this .. If big business lobbyist wrote this hum dinger for you then you'll let it stand as it will destroy competition and ensure your big biz stocks gain value as those corps fill the market with inferior products.
