Sir,
Please reconsider imposing these new rules. As a co-founder of several startups (one of which was acquired by Google) and mentor to a few more I know from my experience that it is impossible for startups to follow them. Startups just don't have resources to comply. They are startups after all.
If imposed the rules will cause severe damage to job creation and economic growth in this country. Imagine world without Google. Or Google being based abroad.
