This is bad for the U.S. and innovation for the USA in every way. Startups already have a battle of not having resources legally. Now this would make it worst. America and Silicon Valley need to stay ahead of innovation and funding. This would kill startups in Ca and the world. I moved here because of lack of resources of investments now you are talking about making it even harder. This can not pass. And it will have the unintended consequence of putting large numbers of otherwise promising startups (and most of the job growth in the U.S.) out of business. I vote no do not do this is a big mistake BIG BIG.
