I disagree with proposed rule if settlement cycles are allowed to be routed through dark pools or fulfilled within trade blocks. As a retail investor, blockchain technology shall allow for a T+0 cycle that omits broker middleman requirements. Furthermore, if a shorter settlement date if enacted retail investors should have more transparent routing to ensure trades are conducted on a lit exchange. A shorter settlement cycle only benefits brokers that are equipped higher margin requirements but doesn't negate retail investor's best interest. 2021 was the birth of the retail investors, a T+0 settlement cycle with options outside the DTCC would reinvigorate retails investor confidence.
