August 12, 2022 I am encouraged by this proposed rule change. As a retail investor, I have a stake in the stock market, more so than the firms using the capital of investors. When the stock market as a whole is self regulated by clearing firms and investment firms who frequently use various methods and technology to receive the best bids over retail, and face minimal fines for illegal activities such as spoofing, it severely decreases the integrity of the market, as well as the integrity of laws already on the books. This rule change would be a major step in the right direction with regards to protecting investors as well as publicly listed companies from illegal market activity.
