 We need fair markets where FTD's have forced buy-ins. Otherwise there can be naked shorting with no consequence and household investors and American companies will pay the price.

There should also be a rule where if a market maker has more than $20 million in assets sold but not yet purchased they cannot sell anymore without buying. Like if a market maker had about half a trillion dollars in assets sold not yet purchased that could be really bad for the economy. Know what I mean?
