My name is Anonymous. I graduated from the University of Florida with a Masters in Accounting back in 2015. I worked in public accounting w/ E&Y for approximately 4 years. I currently work in internal audit for a large multi-state cannabis operator. Please see attached for my resume. 


I am contacting the commission today to offer my views on the proposed amendments to the Exchange Act Rule 3b-16. 


In my opinion, the term "decentralized" or "de-fi" has been created by crypto proponents for the sole purpose of tricking regulators and avoiding regulation. In my opinion, there is no such thing as a decentralized exchange. A decentralized exchange doesn't just appear out of nowhere. There's a team of programmers who have to create the website/interface. Someone pays those developers. and at the end of the day, there's going to be someone with the ability to change the code and alter the "decentralized exchange". As such, I believe these "De-fi" exchanges should be treated the same as traditional exchanges. Therefore, I support the commission's amendment and would like to see it pass.
