April 17, 2023 The proposed enhancements would add detail to the definition of exchange under Rule 3b-16 of the Exchange Act to include systems that offer the use of retail investors interest and communication protocols to bring together buyers and sellers of securities. This would provide regulatory transparency SEC considers appropriate methods of bringing together buyers and sellers, as well as to clear up any doubt there may have previously been placed.
