Regarding SEC Release No. 34-94062:
Footnote 1175 states that: /QUOTE/ The Commission estimates there are 6 non-broker-dealer-operated Communication Protocol Systems without a broker-dealer affiliate. See supra Section VIII.C.2.a.ii. /END-QUOTE/
It is clear from this footnote that the Commission does not consider nor intend for this proposed rule to cover blockchain, distributed or peer-to-peer technologies. This is a wise decision, since it is important not to stifle innovation or USA competitiveness in these rapidly developing technologies.
