 To whom it may concern:

I am writing to express my vehement opposition to the proposed rule.  This will only lead to less transparency for all investors and actively prevent informed investment decisions.

There should be no exemptions to registrations of securities offerings. All market activity must be visible and accessible to any and ALL who participate in the space.  Furthermore, this rule change could potentially lead to a further abuse and consequently a more catastrophic collapse.

The SEC must take action to strengthen regulations and ensure that all financial institutions adhere to the same standards. The market should be open and accessible to all, and retail investors should not be seen as a \"mere revenue stream\" to ignore. We must reject the proposal for ANY exception to this \"risk-mitigating hedging activities, bona fide market making  certain liquidity commitments\" because it does not support ANY investor.
