 The exceptions for certain groups does not help in moving toward a fair market. The goal of the SEC should be to level the playing field for everyone that wants to participate in capital markets. The exceptions laid out would allow certain participants to have an unfair advantage and will allow manipulation of certain securities.

This rule fails to protect the average household investor like myself. There should not be exemptions to the rule, it should be enforced on everyone. Please do not give unfair advantages, there is no way to have a fair market when certain groups get exceptions that they can exploit.

I would also like to take this opportunity to mention fails to deliver. Please force shorts to deliver on their borrows, FTDs should not be allowed because they are a clear means of manipulating the price of securities that is being used on a daily basis. We need the SEC to better enforce the rules if we want to create a fair marketplace.
