 Good day,

I support the implementation of Rule 27B en toto.  There should be no exceptions for any entities involved in the financial markets at all, inclusive of banks, market makers, SROs, government agencies, etc.  The U.S. financial markets should be transparent and open of all information so that all participants have a level playing field without fear of misconduct of those who are allowed to find loopholes and exceptions to abuse the market.
