To Whom it may concern, 

Reading through the proposed rules we have a good starting point to remove conflict of interest in our markets.  By adding exceptions for risk-mitigating hedging activities, bona fide market making, and certain liquidity commitments you are giving the market makers (who also have hedge funds) ways of manipulating the market in their favor.  They have continuously been caught for illegal practices and the minimal fines are just a cost of doing business. 


With the proposed changes you are not protecting household investors and further removing clarity and transparency.
