 On it's face, this rule seems obvious and almost unbelievable that it isn't already a rule. Preventing the sale of asset-backed securities that have conflicts of interest from market participants taking positions against investors interests is very necessary to protect investors and especially house hold investors that are typically the participants which are hurt in these situations. However, the problem with the rule lies in the exception given to specific entities and situation. There should not be exceptions given period. Market participants should follow the same rules, any exception will lead to abuse of that exception and taint or \"free market\further.
