Why are exceptions being proposed for enterprises to run roughshod over legitimate price discovery? There should be no exceptions granted for anyone - let the market work. Liquidity comes from the selling of securities, not from the ability to sell something that isnt owned, with the promise of someday delivering it, and then given the ability to fail to deliver it and all that happens is nothing. The market needs reforming to make it simpler, to streamline operation not to bend over so willingly for the finance lobby.
