March 15, 2023 PLEASE REMOVE ALL EXCEPTIONS FROM THE PROPOSAL For too long hedge funds thinly disguised as market makers have been naked shorting securities by way of \"size improvement\". This practice detaches the actual price of a security from demand, making a mockery of price discovery. Our markets need tight rules with rigorous enforcement to end the corruption. Please remove all exceptions and exemptions, as they allow nefarious bodies in our financial markets to lawyer themselves into legally naked shorting and then avoiding the closing of those same shorts. Remove all exceptions, remove the corruption. No Exceptions. No Exemptions. No Corruption.
