Imagine if a policy could be enacted that would put an end to rape. Not just outlaw rape - but actually prevent it from ever happening.
Imagine that the policy was NOT enacted, as police, health-care workers, and lawyers lobbied against it.
The police, health-care workers, and lawyers all wanted rapes to continue, as they feared an end to rape would threaten sources of income.
