As an X CEO of a public company I can attest to the cost of personnel, time consuming expenses and distraction from managing operations quarterly reporting can cause. However, that cost is outweighed by the benefit of timely reporting and annual stockholders meetings, which helps keep management on their toes; as, no manager likes to report on bad earning or bad news. Keeping quarterly reporting allows for more current information on the health of a company and forces executives to be accountable and address issues with the public. Twice a year is just too long to let a company go dark and a lot can happen in 6 months. Addressing issues and reporting currently on performance of published goals allows for better analysis by investment bankers and savy stockholders. Signing a document four times a year personally attesting to the legitimacy and accuracy of Financials keeps the CEO accountable and asking the right questions to management on a current basis.
