To the Securities and Exchange Commission: The mission statement of the Securities Exchange Commussion explicitly states that it aims to protect investors. One of those protections would be to maintain fair markets and ensure equality among investors. Even with these "protections" provided by the SEC, there is a stark distinction between individual and institutional investors. This rule change will further jeopardize the position of the indiviual investors further signaling that "some investors are more equal than others." This change would be Orwellian in nature at best.
