Less accountability is not acceptable. Quarterly reporting is barely acceptable, and monthly reporting would be even better! By reducing the frequency of reporting you are saying that they are trustworthy to police themselves. There is very little evidence showing that they are honest enough to be trusted that way. Please keep the door locks because those help people ro stay honest.
