To heck with putting them in jail as we found out with Epstien's girlfriend. Fine them 200% of the money they steal. Make up a Dept. of "Stolen money" that has absolute control of Bank Fraud and with the power to fine the Charlatans. Make them live in a old, small house, living off $600 a month with no phone or entertainment. They should be able to go to church.
