Subject: File No. 4-927
From: Kenny Larsen

As a Nevadan, I write with a practical request regarding File No. 4-927. Rural communities like ours often have fewer financial professionals, fewer consumer protection resources, and less ability to recover from a loss. I ask the Commission to consider three things as it reviews public comment. First, require plain language risk disclosure that an ordinary investor can understand before trading. Second, make sure investors have a clear way to seek recourse if a venue or liquidity provider fails. Third, be prepared to shorten or end the relief if early results show harm. Innovation and investor protection are not opposites. With strong safeguards, new technology can earn public trust. Without them, the people with the least margin for error pay the price.
