Dear Members of the Commission, Scammers go where the rules are loosest. That is why I want the Commission to say more about whether anti-money laundering and sanctions rules will reach every platform trading tokenized stocks under its Innovation Exemption. The exemption gives some platforms relief from rules that normally apply to exchanges and dealers. It is not clear to me whether every platform must run the same checks on who its customers are, where their money comes from and whether they appear on a sanctions list. Sanctions are legal limits on dealing with certain people, groups and countries. In healthcare, a safety check only works if it is done every time. Financial safeguards are no different. A rule that covers most platforms but leaves a few gaps invites criminals to find them, and ordinary investors are left holding the loss. I support new ways to invest, and I want them to earn the public's trust. I urge the Commission to confirm which anti-money laundering and sanctions requirements apply to every platform under the exemption, to explain who will check that they are met, and to make clear how they will be enforced consistently. Thank you for your attention to these concerns. Lu Jones
