File Number 4-913 Subject: Wall Street changes Dear Mr. Chairman, Hello Chairman Atkins, I am a small investor who is writing to you to see if you can reconsider the potential changes on how Wall Street will be run going forward. Recently there have been news stories about how both NASDAQ and the NYSE will run for nearly 24 hours a day. One article that discusses this is: https://www.cnbc.com/2025/12/16/nasdaq-moves-to-near-24-hour-trading-some-say-thats-a-bad-idea.html I believe that this would not be a good idea to have both the NASDAQ and NYSE open for 24 hours daily. Here a just a few reasons: 1. Little time for patterns to be seen. If the markets are running continuously, analysts will have a tougher time being able to conduct research for clients and will feel burned out by the constant movement of the stocks they are looking into. The 4:00 PM end time will give analysts and traders the time they need to conduct better analysis on the stocks they are interested in. 2. History. The market has run from 9:30-4:00 Monday through Friday for a long time. What would happen with the celebratory closing and opening bells which give companies and people the chance to be honored on the floor? This tradition has been going on since 1870 to mark the new trading day. Additionally, if the market is having a major downturn, the markets shut down for a while to cool off. If we run 24 hours, would the markets continue to run, if the S&P dropped downwards by an extremely large amount such as during the October 1987 crash? 3. A Waste of Time. Johns Hopkins University economics professor studied the effects of a 24 hour market and noted, "Historically, there is little evidence that supports the idea that the benefits of 24 hour trading outweigh the costs." Jay Woods is a market capital strategist for Freedom Capital Markets and discussed how a 24 hour market would have an impact on the news cycle regarding stocks. In the CNBC article, he stated, "Listed companies need a time to break and release news events and to have meetings where they're not moving markets, and now we're taking that away from them,"" Woods said.
