Subject: Petition 4-785 Rulemaking petition to invoke SEC Rule 304 (a)(4) Dear SEC, Dark pool abuse is rampant in these mentioned stocks. On average, at least half of the trading volume is consistently traded off exchange which does not support the stock market’s price discovery.
