Reducing fines for this critical rule is the opposite of what we need. Please reject this proposed amendment in place of the original or an amendment increasing the financial consequences of noncompliance further. While we are here, it is nearly impossible to understand why this has even been proposed or why this process takes so long. How much review is really necessary when considering those that might experience the punishment asking for the stick to be padded? Shameful, really.
