The commission should consider extending additional exemptions to service providers providing services to the listed company and receiving listed securities in lieu of cash compensation. Such transactions should not necessarily be viewed the same way as financial investments by the investor. Thresholds for such "accredited investors" should be different - and lower - than those established for non-affiliated financial investors.
