This is certainly the first major opportunity a federal agency has had to stem the impact of Citizens United. It is imperative for the legitimacy of our democracy that you require publicly-traded companies to disclose their political contributions. With any luck, a court challenge would result in Chevron deference, with any first amendment constitutional question either avoided, or better, a line drawn between the first amendment rights of real people vs. the first amendment rights of legal fictions.
