I believe that the playing field should be level.
I believe that "brokers" have been getting away with an unfair advantage for years.
It would be a definate benefit for all investors to receive full disclosure of any contemplated investment.
I was around and suffered along with clients from the real estate limited partnerships.
I do not believe that variable annuities are "bad". Regardless of the commission structure they perform well in the long term, ie 7 years. I personally own 4, bought in the late 80s and early 90s.
