Why would you consider this when suitability is already in place? It sounds like the government is trying make the agents responsible for the economy too. I know that most collage professors teach from theory, because they have no sucessful experience in the field that they are teaching. If they did they would still be out there making a very good living.
I think that is what is happening to our country now, we have a president who is a collage professor trying to run this country on theory he taught in collage.
