Some regulations are always needed to prevent criminals from abusing the system. The problem comes when the regulations become so overwhelming the the honest people can not keep up or keep track. Then the honest people become criminals by not understanding the new regulations. The people making all these rules are not generally practicing, they are making rules. Although the rules may have good intentions, too many rules can run the honest people out of business.
I am against this new regulation, and would rather see stiffer punishments for the criminals that work within the industry. Don't make the good business men and women suffer for the crimes of the few
