Dear SEC officers, I firstly thank you for making it possible for the Eligible Claimants to be refunded! I have one thought for the Proposed Distribution Plan: Eligible Claimants who are U.S. taxpayers and invested with the fund originated from America, to be fully repaid in the FIRST Tranche, even though they only made up a very small amount of the total investors. Because it is them who pay for tax for the federal law enforcement agencies - the SEC, the FBI, and the NY state attorney general office. The funds from the US Taxpayers were from a legitimate source and the investment information would be verified easily and promptly which would not cause any delay in the distribution progress for other foreign investors. Especially, some are the foreign investors are still hesitant whether they should, and how would they claim the refunds, while protecting their privacy. The second Tranche will then be for the non-US-Taxpayers investors after all US Taxpayers Claimants are 100% refunded. The send Tranche would possibly take a few years if not longer.
