Please reconsider that the fines are made much larger than the profits made from such crimes. 65m is far too small and is just a cost of doing business rather than a deterrence. RH has made $500m+ from PFOF. If you are fining them a fraction of that, then you are just taking a commission of their illegal profits and are part of the scheme.
