So what you're telling me that if I rob a bank and escape with $1,000, the prosecutor ought to only fine me $40? Oh but if I issue a public apology and promise to never do it again, then I only have to pay back $18. This is not effective at deterring thievery. Fines and punishment should cost more than the crime. This isn't that hard to figure out. We haven't forgotten 2008...
