Any time the penalty is a fine, the law only exists for the poor. Robinhood's penalty needs to be severe enough to be a deterrent, not just the cost of doing business.
If the SEC is going to fine them, then the fine needs to be high enough that commiting the crime is unprofitable otherwise it is not a deterrent.
