65 million is way too little. If the penalty for a crime is a fine, then it is only a crime for the poor. How is $65 million fair when the profit for this payment for odder flow violation is in the billions. The penalty should be all the profit from breaking the rules, and then some, and / or jail time. Right now, this fine is just going to be viewed as a cost of doing business.
