Unless and until penalties encompass the totality of profit realized by violating firms, penalties are merely the cost of doing business. With individual Quarters showing PFOF profits in excess of 90 million, a $65 million fine is grossly, absurdly, and offensively too small a penalty to be applied.
Please alter penalties to provide actual disincentive, not just pennies on the dollar wrist slaps.
