          The following certification accompanies the issuer’s Annual Report on Form 10-K/A and is not filed, as provided in SEC Release Nos. 33-8238, 34-47986 dated June 5, 2003.

          In connection with the Annual Report of Torch Energy Royalty Trust (the “Trust”) on Form 10-K/A for the year ended December 31, 2006, as filed with the Securities and Exchange Commission on the date hereof (the “Report”), I, Bruce L.
