INCOME TAXES	INCOME TAXES The effective income tax rates for the three months ended June 30, 2020 and 2019 were 25.0% and 19.2%, respectively and for the six months ended June 30, 2020 and 2019 were 9.2% and 20.9%, respectively. The period-over-period change in the effective income tax rates is due to the effect of rate-regulated accounting for income taxes and the benefit of foreign rate differentials being partially offset by higher United States minimum tax relative to the change in earnings period-over-period.
